In 1992, the state closed the Litchfield County jail as a penal facility.  In 1994, the facility was reopened as a rehabilitation center for women and remained as such until June of 2009.  The building has been unused in any capacity since then.  The State decided to sell the building but was not able to find a buyer.  In the fall of 2010, the GLPT applied for a Historic Preservation Technical Assistance Grant (HPTAG) from the Connecticut Trust for Historic Preservation in the amount of $40,000.  The purpose of the grant was to undertake a feasibility study for the adaptive reuse of the jail including: assessment of the physical condition of the building; potential alternative uses; zoning conformance; site analysis; and to comment on the economic feasibility of proposed uses.  The hope was the information gathered would assist the State in its marketing of the jail and provide potential buyers with some base level information.   The GLPT hired the firm of Cambridge 7, Boston, Massachusetts to undertake the study, which was completed in the spring of 2011.  Once the study was completed , the State again advertised for the submittal of bids for the building but, to date, has been unable to reach an agreement with the selected potential buyer.  The jail remains vacant.
