In 1994 the Town’s Plan of Development needed to be updated per Connecticut General Statutes. With the town short of the funds to undertake the update, the GLPT offered to supply the funding necessary for the Planning and Zoning Commission to hire Mary Means Associates. A citizen based plan, members of the GLPT and Litchfield residents worked with the consultants to create the 1994 Plan of Development, which was adopted by the Planning and Zoning Commission in 1995.
